Robert Finney of Denton Wilde Sapte on the G20 regulatory reform

Robert Finney, head of financial markets and regulation at Denton Wilde Sapte, comments on how the G20 leaders will deal with the gaps in their ambition for regulatory reform:
"The split on the appropriate fiscal response to the financial crisis is not manifested in relation to regulatory reform, where there's broad consensus at a high level, but the devil's in the detail. Differences will be papered over in the communiqué rather than resolved in the leaders' meetings, and most of the real debates are now in other fora (such as the Basel Committee on Financial Supervision, today's meeting of US and European regulators at the New York Federal Reserve Bank, etc..
But there are two economic reasons why agreement on issues like capital and liquidity standards, and even remuneration policy, is important:
(a) The City's revival as an International Financial Centre could be jeopardised if the UK imposes stricter requirements than elsewhere in areas of regulation that have a major financial impact on firms or their executives - remember City institutions have paid much more in taxes in recent years than the Government's bail-out costs, and could again be an immediate contributor to a UK plc; and
(b) The UK and the US in particular have the most to lose if financial regulation becomes a new smokescreen for protectionism in the financial sector."
